RFP Professional Architectural Services for Interior Upgrades to the Flemington Public Library Posted: 04/25/2019 Due By: 05/22/2019

Notice is hereby given that the Borough of Flemington is requesting proposals be submitted by interested consultants to provide professional architectural services for the design, bidding, construction and administrative services for Interior Upgrades to the Flemington Public Library located at 118 Main Street in the Borough of Flemington Hunterdon County, New Jersey.

Proposals for the project must be submitted in a sealed package and must include the following:

  • Completed “Bid/Proposal Checklist” furnished in the project’s RFP;
  • Consultant’s qualifications;
  • Six (6) Technical Proposal based on the project’s RFP; and
  • One (1) separately sealed envelope containing six (6) copies of the cost proposal, identifying as such, and bearing the project name and address of the respondent.

Proposal packages shall bear the project name and the name and address of the respondent on the outside and must be addressed to the attention of Sallie Graziano, Clerk, Borough of Flemington, 38 Park Avenue, Flemington, NJ 08822.

Proposals will be received until 11:00 a.m. prevailing time, on Wednesday, May 22, 2019 by the Borough Clerk’s office.  The proposals, exclusive of the separately sealed cost proposal, will be opened and read IN PUBLIC AT THE BOROUGH CLERK’S OFFICE LOCATED AT 38 PARK AVENUE, FLEMINGTON, NEW JERSEY 08822.

Interested consultants which consider themselves qualified for the anticipated work should have expertise in the areas of library interior projects ADA compliant codes, and the administrative requirements of the State of New Jersey Local Public Contracts Law and public bidding and construction inspection and management.

Interested consultants are invited to request a copy of the “Request for Proposal” via email to rmartucci@vcea.org or visit the Borough Website at www.historicflemington.com.  Interested consultants are informed that the contract, if awarded, is subject to all pertinent federal, state and local laws, rules and regulations.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law.  Further, for that reason, as well as because of a language in the New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.  Respondents to this “Notice of RFP” are also required to comply with N.J.S.A. 10:5-31, et seq. (N.J.A.C. 17:27) (Equal Employment Opportunity), N.J.S.A. 52:32-44 et seq. (New Jersey Business Registration).

The right is reserved to reject any or all proposals if it is deemed to be in the best interest of the Borough of Flemington.  

By order of the Borough of Flemington Sallie Graziano, clerk, once the RFP has been approved, a Notice of Request for Proposal shall be advertised in the Hunterdon County Democrat. Both the RFP and the NFRP will also be posted on the Borough website until the proposals are received.
